regarding oil sector: in sulfur units, what is the maine reasons having LOW SO2s in the absorber of tail gas?

in tail gas treating of sulfur units: what is the reasons of having low SO2s in the absorber leads to high SO2s in incinerator which is not realistic.....please i need answers thanks.
