Uniforms, and undergarments are issued new. Some jackets, and almost everything else you get issued is used. Currently though, due to the rapid fielding initiative, a lot of the gear such as rucksacks and the like are new, due to the Army changing over to the new camo pattern.

Some is new, some is used. Depends on what the item is. Personal items, like cold weather underware that is worn agaisnt the skin is not re-issued. Something like a Ruck Sack that is durable and worn outside the uniform may be used again.

It depends Uniforms boots PT uniforms glasses male under wear (yes under wear for the men are issued there not allowed to wear boxers they are given brown briefs ) are all brand new. stuff like cantins large and small ,weapons,laundry bags,bedding,lockers,ruck sack,tent,stakes,wet weather gear,gas masks, metal cups (for drinking ) that stuff is all used

As far as I know all clothing is issued new. I was in the Army, but a very long time ago.

When you get issued stuff in reception (before basic training) it is new. Once you get to your unit, the equipment you get will most likely be used.
