Both my son and I reside in the United States. My old HK citizen card had expired for many years. I still have my HK birth certificate.

According to this information from the Hong Kong Immigration Dept., if you were born in and were a citizen of Hong Kong before or after the establishment of the HKSAR (1997), then yes, your son is eligible to become a permanent resident with the right of abode:

Hi, yes, your son is eligible for it. My 12 year old cousin was born in Canada but his father and mother were both born in HK. She was able to get the HK ID. However, you have to go to the headquarter to do that. It is in Wan Chai. You might have to go for more than a trip.

I don't think he can but there is so much info out there, you may want to contact an international lawyer to really find out, check out the link below there is tons of info, I think you best bet is to call a lawyer
