Listen to it but also take your body type into consideration. If you are muscular and your BMI is high then you're not overweight. If your BMI is high and so is your body fat percentage (you can tell by looking at yourself) then you are overweight. Your BMI is not 9.8. 9.5 stones is around 125 pounds and with that your BMI is about 17 which is underweight. You need to gain a bit of weight.

Honestly, I hate the BMI. It does not take into consideration your body build, it is only for average people. For example, I lift a lot of weights and have a very large bone structure. Because of this the BMI says I am "grossly overweight" when in reality I don't have very much fat, just muscle. Don't pay much attention to it, you may just have a different build than the "average" the BMI considers.

BMI as well as the scale are pretty irrelevant when it comes to determining if you are overweight or not. (you can be skinny and have relatively high bmi or you can have high bmi and have low body fat percentage e.g. bodybuilders)
What really matters is body fat percentage - as trainers at the gym or dietitian to measure it (electronic scales are about 5% off)
