I know California DMV will issue a State ID card. I'm not sure the cost but I think it is $10. They do require a Birth Certificate. From previous answers it sounds like Pennsylvania does the same thing. A passport will do also but it is considerably more expensive and a lot more cumbersome to carry.
If all else fails you can join the military. They issue everyone an ID card and it's free.

You can get a state ID. Before you do, consider that you CAN'T keep the state ID if you chose to get a driver's permit. You could also get a US Passport. That is legal proof of ID and citizenship. It may not qualify for some purposes you could use a driver's license or state ID. For example, when voting, you may need an ID that proves residence in your precinct. A Passport does NOT prove residency.

yeah, it's really simple. You go to your local DMV, the place that issues the permits and stuff, but you ask someone there to give you the application to apply for an ID. It's completely different from getting a permit or liscense, so dont worry, its not the same thing. And anways, they take ur picture and you'll probably need to show ur social security # and ur birth certificate, but other than that, it's really easy to get an ID. Hope this helps.

State ID's are issued by the State DMV's. You will need documentation to get one. Things like birth certificate, proof of residency at the said address, etc. For a list of req. documents contact a driver's license office near you.

Your state government will issue an official ID card to you, usually from the DMV (MVD) office. You will need all the same prrof of age and residence (utility bill -- in parents name will work) that you need for the regular drivers license. Get it now, before new immigration laws complicate the process.

Go to the motor vechicle department in your town and ask for a state ID. Its not a licence but just a regular ID that everyone will accept. might cost you between 5-20 bucks.

Yeah, it's like 10 bucks for a state ID. I live in PA too and i checked it out at the website. Make sure you have everything with you, because all the stories about the DMV being a hell hole are true.

Go to the DMV they issue Id's also. You'll need to bring your social security card and birth certificate. Then you fill out a paper and pay like $10-$15, get you pict taken and your done.
