ive got an auntie who has an arm that she cannot move and it just hangs there, whats the problem?

She's been to several doctors in the USA and they have no treatment for it and are perplexed about the problem.

Do you know what it is?

So you expect someone on here to know the problem after being to several doctors? Especially with such little history about the patient.

Sorry, no idea what is going on; not nearly enough information to even base an educated guess on.

I assume she has had tests to rule out stroke, nerve damage and injury to the brachial plexus or the cervical spine and spinal cord.

Reflex sympathetic dystrophy is a possibility, usually associated with pain.

A conversion reaction would best be confirmed by a psychiatrist.
