Audacity is a sound editor. GarageBand is a loop-based music creator. Completely different beasts.

If you are looking something like GarageBand on PC, look for FL Studio or Sony ACID Xpress.

I have never used garageband but I have used audacity. the interface is fairly simple. you get an area where tracks go and you can highlight different parts and then add different effects like amplify or change speed from the effects menu. then there are also other tools you can use like envelope (changes volume smoothly) and draw (manually draw the sound waves) but these aren't necessary. then there's just basic play/pause/record buttons and stuff. I make it sound more complicated than it is. you really just have to use it to see how it works.

I use audacity to record sounds coming out of my computer and then exporting them to an mp3. You can also record with a microphone, or you can edit existing music files (mp3, wma, ogg).

audacity's mostly software for recording stuff. you can also put different tracks together to make them play together.
