That would be a first that I've heard.
You can probably find girls in bars/clubs, massage parlors, but they probably don't have an 'escort service'.

And for the hotel, you can bring anyone you want into your room, as long as you pay them, they don't really care.

Here's the easy way:
1. go to any lively place in downtown Shanghai
2. take out a bundle of USD notes (preferably 100s)
3. wave them in the air
4. wait for about 10 seconds so at least 50 people will have gathered around you
5. pick the girl that is most to your liking

or

go to any bar (hotel bar or other) and ask one of the hookers sitting around there, plenty of them available

Just go to any bars or cafes where lots of expats hang around after office hours. Malone and Long Bar are my fave haunts. Many Shanghainese women (office workers and NOT hookers) will be "eying" the foreigners there. I have bedded many women picked up from Malone. Just give them the eye and smile at them. Bet you they will be attracted instantly and before you know it, you have someone to warm your bed for the night.
