I have a cd that i want to convert to windows media player video clip but the files are bup and ifo and rm?

If the Cd was not created in any of the dozen or so formats it won't do you any good to change the formats now. they have to be the correct format when they are burnt to be recognized.
Thats like me burning a DATA file and then wanting to convert it to MPEG, or VIDEO TS folder to be recognised by another computer or player.
Non of the file extensions you mention are video
