Mainly because if they said 100% they would be guarenteeing that it kills every germ ,and if 1 got through or new 1 arrived and made yuo sick then they could be sued.
It is to cover them just in case it will not kill every possible germ

Well I have news for you if it kills about 99.9% of the germs, that leaves about a million or so germs that are left, that's about how many you have on you, so, it just a show to buy the product.

This is just a guess but its probably because if they say 100% they'll be liable if it doesn't protect against 100% of germs.

Because it doesn't kill all the germs that are around... it only kills 99.99 percent of them...

they can't make it 100%. first of all, theres good bacteria and bad bacteria...and nothing can rid both of them. hand sanitizers usually wipe out the good bacterica..and that little .001 percentage just builds up. it doesn't go away..and with continued use you'll have more of the bad bacteria on your hands and body when you started. its best to avoid them and its been proven soap and water work much better.

Nothing is full proof.. If they claimed to kill 100% someone would sue.
