No, you need a permanant address and be a US citizen (or can live their permanantly) to get a US driving licence.
Same as in the UK. If you get a UK licence you can swap it for a US one if you go to live there.
It isnt so easy the other way round though. The dvla wont accept the majority of US state licences.

Tough question, but I doubt it. When you apply for a permit, in most States, you need identification forms such as Social Security card and birth certificate and proof of residence (home). Only way to get a correct answer is to call the State DMV where you will be staying and ask.

i don't think so at my school you have to go through this class for about a whole school year but if you are already in a program like that it is possible but i heard it takes a while to learn

it is very iffy. it depends on if you are coming through a program and if that program allows you to drive. im not sure if you can just come on your own and drive though. its very complicated!
