I can get into everything else internet etc but I wanted to access library from my itunes and when I click on it nothing comes up.

Press Ctrl + Alt + Delete and Task manager should come up. In task manager on the tabs up the top, click on Processes. When you've done that you'll see the list of processes your computer is running. Now if I'm right, you'll see itunes.exe in one of the processes. Click on it, and then down the bottom right, press End Process. Now click on itunes again and this time, Itunes should launch properly.

The problem with your itunes is that, it is not responding that's why nothing happens. If this happens all the time, maybe the best solution for your problem is to re-install itunes. But the problem with that is all your files in the library will be lost. But i think you can back it up by opening the itunes folder.
