Anything that is messy! Children of all ages love messy play and it needn't mess up the house.
If you have a sand pit then add water to change the texture.
Lay out a long piece of old wallpaper, you can get a roll from pound shops, in the garden, have a selection of children's paints, paint your childs feet and let them play on the paper.
Make musical instruments by putting rice / pasta / barley etc into a paper cup and cover with card ' paper. It will be fun to make and play with and so cheap.
Toy washing! Put a bowl of warm water with children's bubble bath in the garden and let him wash some of his toys, water play is exciting and toys do need a clean occaisionally!

OK cheap and easy ways to have fun with a toddler,
Laugh, every day have a gigglethon. Laugh for at least 30minutes do not speak just look at each other with silly faces.
Put a little pool of water outside and some containers and pouring objects...
If it is raining put on your wellies and go and jump in the puddles, yes parents as well.
Put on dance tunes and dance to the music.
Sing nursery rhymes.
Buy some chunky crayons and some big sheets of paper...
You could do hand/ feet painting in the garden...don't forget the bucket of water to wash yourselves in...
With a 14 month old anything can be made to be fun, just do not over tire them

One of my sons favourite activity is a washing up bowl filled with water and some toys (bath toys, cups, watering can etc). We go out on to the patio (or where the shade is) and have lots of fun! I take off his nappy and let him just play in a T-Shirt and beach shoes. He is 17 months, but we have been doing this, when the weather has let us, for a couple of months.
If the weather is bad, build a tent in the living room and take toys in there, my son loves that.
Or just a simple quiet spell of reading books. Talk about the pictures and make them seem really interesting.

At home,
make playdough - helps with fine motor skills and is heaps of fun. Painting (cut up potatoes to make shapes), kick a ball around, swings, slides, hide and seek, dancing to music,
Outside home,
Animal parks/zoos, swimming, walking at beach, park, just a walk in the pram, baby gymnastics, picnics
your imagination is the only boundary in entertaining kids. The silliest things keep them entertained. Get a pot, wooden spoon each and march around the house banging it! It's so much fun, silly and they just love it!!!

Sprinkler Parks are fun and usually free. My son is 15 months and loves them. It is nice because you do not have to worry about drowning like you do at pools.
Play Spaces at Malls (soft, air-conditioning)
Children's Museums.
