tv rca 27" makes loud buizzuin noises now?

Check all connections to set by disconnecting everything and reconnecting till buzz comes back.

If buzz is still there with all disconnected it needs electrolytic caps replaced.

when off correct and connexted to a cable system
my television does the same thing.
