it inverts up to 6 digital CMOS level signals and provides 2 TTL load drive for each.

The previous answer is correct. CD40147BE is the device part number. The H9723 is the date code and refers to an IC manufactured in the 23rd week of 1997. I believe the H is a code that represents the plant it was manufactured at.
