Queensland or Western Australia for all the criteriayou've mentioned.
If you don't mind the weather a little colder, Tasmania is great too, although jobs may be not so easy to find. Depends what your field is.
Melbourne is expensive, Sydney more so.

Anywhere. You won't get an unbiased opinion from Australians, we all have our favourites. I've spent time in all the capital cities and lived in most of them. if you are going to live in a city, my choice would be Sydney. All the capital cities have their good and bad points. The cheapest are Hobart, Adelaide and Brisbane, then Canberra. The most expensive are Darwin, Melbourne, Perth and Sydney. Perth is rapidly overtaking Sydney as the most expensive place in Australia and Melbourne is not far behind.
People are friendly everywhere in Australia and wherever you decide to live you will enjoy it. I would look at the availability of jobs in the various cities and choose the city that offers you the best job. It's as good a way of making a choice as any.

In several rankings done by an independent company, Sydney and Melbourne are among the TEN BEST CITIES IN THE WORLD TO LIVE IN. The list includes Seattle in the USA, Toronto, etc.
Nice to think that Australia has 2 of the world's Top 10.

Depends what work you want to do.
Western Australia has a great climate, great people and lots of work available in many areas. Because there is a shortage of workers in many areas, wages are quite high.
