Ambulance, Fire brigade vehicle, Police vehicles chasing criminals are few of the cases were infringement of regular traffic rules are allowed as these are considered emergency services at least the first two but in the third case if the police is casing some criminals who may escape otherwise in such case keeping in view the urgency of the matter such vehicles can also be exempt from following regular traffic rules. Other then these if the traffic Police officer ignores breaking of these traffic rules then he is guilty of abetting such offences as well avoiding his official duties.

Looking at the answers above I am wondering if this is a trick question and I missed it...
Police officers have discretionary powers, which is what happens when you do get pulled over and you just get a warning.
There are many reasons that could have been why that vehicle was not pulled over. Maybe it was near the end of teh officer's shift and there were still reports to write...or he was waiting on a specific car. Too many reasons to give an exact answer.
