How do you divide a circle into 9 sections without using degree measurement.And is the same formular used to devide it into any odd number of sections.. I failed geometry.

What accuracy is needed? if, for example, you are building something out of wood, for the accuracy usually used in woodworking, you could divide the perimeter in to nine nearly equal sections by successive approximation with a pair of dividers.
For an exact mathematical method I don't know without using angles. For 6 sections you could use equilateral triangles, but for nine I don't know.

divide 360 by 9

area is 22/7 Xr2 divided by any number will give result

Nine equal (?) sections? By construction?
If you could trisect an angle, it would be easy.
But you can't.
So it isn't.
However, you forbid DEGREE measurement.
How about : 2 Pi. radians / 9.

pi =circle / diameter
pi=circle/2 R
R=radius
.
40x9=360^
.
