You keep the flirting down to a minimum. You talk to him like you just want to be friends. You then ask him out on a date. Something very casual like hanging round the park, going to see a film etc. Don't make a big fuss of it. Make sure that the date isn't too far in the future - maybe just two days' notice. You don't want to give him a chance to lose his nerve. When you're on the date and if it goes well, casually tell him that you like him and want to go out with him as a more permanent arrangement. Kiss.

EASY
A) ASK HIM OUT AS IF HE LIKES YOU HE WILL BE SOOOOO RELIEVED as he has no idea how to do it
B) make it clear its a date and encourage kissing, touching and flirting. (ie want to come to see 'scarey movie') as I may be scared and need somone to hold me close. (ie you can touch me)
C) As date goes on make him feel relaxed that he does not have to worry about not making little mistakes. Ie one wrong move he thinks you will hate him. and engineer touching opportunitoes which can lead to kissing oppoortunities..
get to second kiss and things relax
Ideally something were its more of a fun activity and less talking

If it is him that is shy and you are not then what is the difficulty. Ask him out, he can then say yes or no. Also do not talk to him in text language as he will not understand you!! Maybe it is just your spelling that is bad.
