First, it is pretty cold in November, not a good month to get a good tan at the beach. I recommend to analyse the temperature of each city with the recommended site.
Of course, Vancouver is well warmer than Toronto.
I walked many times in both cities and I really prefer Vancouver. A very long walk in Stanley Park is a compulsory activity and that is at 1 min. from the city. You are in travel then why not going in a gay bar? That could be something amazing (no witnesses)! Use the Skytrain. You can buy a very inexpensive pass to use the buses, the ferry, the Skytrain for a day and browse the city. There is a mountain beside the city (Grouse Mountain) ... China Town is disgusting. A ferry with BC ferries to Victoria would add a lot of emotions to your trip but it takes time on more money. The Travellers Inn are very cheap in Nov. (in Victoria). You need to use at least 1.5 days if you choose to go in Victoria. The ferry is at something as 17 miles from Victoria. You will need to add buses. City buses are going there.
Toronto, a lot more bars to have fun but you need only one or two.
Actually, with $1 U.S., you will get $1 Can. then you don't need too much to exchange your money. In fact, an U.S. dollar worth about $1.05. The bank will pay $1.01 to buy it.

Drugs and shootings are way up in Toronto. Alot of gow ops, but at least their not importing and selling down to the states; Vancouver has always had good grow ops and BC bud which they export to the states. Vancouver has alot more injectable drugs and maybe less guns.
As far as seeing things with eyes closed and hearing, Toronto is real bad, but Vancouver has always had that reputation, blamed on the drugs and seeing and hearing moving from BC to Oregon and Washington and California - as they moved north made the problem more common and acceptable, except for the drug importation excuse.
There are services that transport between Vancouver. Maybe a hostel as a place to start check for tours. Stay in real nice hotel and everything should go easier.

If you like clubbing, partying and fine dining, Toronto will be best.
If you like walking ... or anything out of doors, Vancouver will have warmer weather. Toronto will be rainy and cold (but not freezing) ... Vancouver will be rainy & warmish,
Vancouver offers better weather, beautiful scenery (mountains etc.) and you may be able to ski the Blackcomb Glacier (90 minutes drive north).
Toronto's clubbing district is on Richmond Street. The Holiday Inn on King (in Toronto) is 2 minutes away. There ars fantastic food and cultural things to see in Toronto ... so if that's more your thing ... come to TO.

I would say Vancouver because of the ocean and mountains. However, the nightlife in Toronto is much better as it's bigger city.

TripAdvisor is great! Have a go at it. Nice to hear from people who have actually been there done that. Register and have fun researching :) Whichever place you pick I am sure you will not be disappointed. You'll just have to plan on the place you didnt travel to for next time!
