I don't think that you need to have been physically "fighting"in a war to be considered a vetern, just in active duty during a war your country is participating in.
Sometimes you do have to be married in both countries because not all marraiges are recognized by all the other countries. Check to see if you, as an American, can get married in Korea without any hassles. I know to get married in America you do not need to be American (either person), you just need a photo id from wherever you are from. At least you can still do some things freely in the US.

Do what ever feels comfterble, but NO he wouldn't be a veteran. Only if he fought served, and came back from service is he then a veteran. He would have to be discharged, and I would suggest getting married in America, so he can move to America the better country with you.

As long has he is enlisted during a time of coflict, he is a veteran by default.
unless he is allowed depedents in Korea, there should be no reason for him and you to get married. Korea is usually a hard duty tour and you may not be allowed to go with him. but you can always work the chain of command and see if they allow it.
also, I think that you need to talk to your CO before you get married.
it is complicated. start with the chain of command.

if he serves during war time, he is considered a veteran. like my husband never saw the battle field, but after 9/11 it was considered war time, thus he is a veteran now.
