That is a rather drastic solution- although there are circumstances under which it is warranted.
You might instead try cleaning the filters to your heating system, and otherwise dusting a lot. I think you're seeing your allergies flair up in winter because you're closed in the house along with all that trapped dust.
Another thing you might try is adding a little humidity to the air: Believe it or not, dry air can cause coughing and runny noses. If you can't get a humidifier, try setting a big pan of water on the stove and allow it to simmer.

Hi,
It depends on the type of allergy. If you are having sinusitis involving, maxillary sinuses, then you can undergo Fess surgery. This is an endoscopic surgery to widen the opening of sinus to help drain the mucus fats and relieve symptoms.
