Are they the most behaved breed or what?

I don't think I'd call most pyrs "the most behaved" in some ways, but they do behave quite well. They just make their own decisions and don't always follow commands. If you are Pack Leader, your pyr will be pretty well behaved even if he doesn't choose to obey all yoru commands.

They are cousins to the St .Bernard, and the personalities are similar.

If by Great Pyrenees you mean Pyrenean Mountain Dog (which is its correct breed name), they are rarely badly behaved. My friend had four of them and although they took up most of the house, they never gave her any trouble (except for the size of her food bill and the poo she had to clean up!) They are beautiful-natured dogs.

that is part of it.
the owners have to have a problem dog and apparently these are not a problem to the owners in California.
