It appears that he did have a soul. Uncle Sam is a name personifying the United States. It is possible that the name came from a butcher called Samuel Wilson [1766 - 1864], currently buried in the Oakwood Cemetery in Troy. He provided meat for the US Army stamped US which became known as uncle Sam's [meat].

He certainly has no heart...He made me pay this year...He has no idea,who he is messing with... I receive personal e-mails from the Yahoo Brotherhood...that should scare ole Sam...Maybe he will receive some nasty overTaxing related violation notices...I will not be toyed with..
