It appears that he did have a soul. Uncle Sam is a name personifying the United States. It is possible that the name came from a butcher called Samuel Wilson [1766 - 1864], currently buried in the Oakwood Cemetery in Troy. He provided meat for the US Army stamped US which became known as uncle Sam's [meat].
