I would recommend this as a good , free PhotoShop-like program:

It's 100% free. No Spyware or anything. The only disadvantage to it, is that it's not as powerful as Photoshop. But I always recommend it to people, because it's a easy one to learn photo editing with.

Please don't be mislead, Adobe's programs are the top of the line in design and Photo editing software.
There many others out there and they are all want to be's
