Not really. The "no effect" in Galatians means that those who seek justification by their works, render the work of Christ as "no effect" or meaningless. Whereas, the "no escape" in 1 Thess. means that when God judges the world, those for whom the judgment is meant for will have no way to escape it. I can see a connection in that the same people spoken of in Galatians could be the same in the 1 Thess. passage.

You are comparing 2 different things, so the answer to your question is NO.
If you want to understand what Paul was teaching concerning Peace and safety, read Ezekiel 38 and 39, when Gog has it in his mind to come upon Jerusalem unexpectedly, while Jerusalem has been in peace, 'without walls'.
If you are trying to understand something 'without the Torah(Law)' you won't get very far.
