Is there any way using Outlook that I can tell if someone sent me an e-mail while BCCing it to someone else?

Is there a function in Outlook or even a program that allows me to see who BCC recipients of an e-mail are?

Not really, client email application doesn't get bcc information.

I hope not. That is the whole point of BCC. In fact, it should be handled by the sending program, never leaving base machine.
