b/cuz when i go outside, her eye pupils are big and then they go small---pretty weird.

This usually either means that the light is suddenly dimmer, or something is making your kitty *very* interested.
One of our cats loved to play fetch & knew the word "ball". His pupils would get big if I said "ball" to him.

Cats' pupils adjust to light like ours do. They can also get larger if they're about to pounce on something. Whenever I play with my cats, they'll get ready to pounce and suddenly their pupils get very big so they can see better.

when there is little light, they get bigger so they can catch more light and see better, because it's sunny outside, they get smaller again because she can see fine and when they are big she is oversensitive to light yours do it to its just not as noticeable, thats why they hurt when you go outside after being in the dark, and thats why you eyes take some time before you can see when it's dark. this changing in size of your pupils is called dialating.

cats and humans need pupils to adjust to light and dark so we can see better thats how your eyes adjust to the dark (its normal)
