The SAFEST way is to purchase the $20 Monster Screen Cleaner Kit available at Radio Shack.
It's the ONLY cleaner that I trust on my customer's TV screens, and I clean a vast variety of screens from LCD Flat panels to LCD projectors to Plasmas with Anti-Glare coatings on them....
That $20 Kit will last you forever, and comes with a Microfiber towel. It grabs dust, and will never scratch the surface if you take care of it.
As for your LCD, if it's a FLAT PANEL UNIT, don't PRESS HARD.....use a gentle hand and stubborn gunk should be wetted with the cleaner, allowed to soften, then wiped off....then repeated if necessary. The cleaner is dripless, so it's designed for stubborn gunk !

You can get a cleaner/microfiber kit for about $20.00 at any retailer.
But if you want to save some money, use a very VERY gentle detergent mixed very lightly with water and use a microfiber cloth.
It's better to gently rub 20 times than it is to push in 5 times to get the most stubborn of debris off the panel, so have patience. That panel can break.

dust it off first with a feather duster
use a water only damp cotton makeup ball.
dry with a lint less cloth.
don't let water go anyplace but on the screen.
NEVER use your finger nail, or any kind of solvent.

dusting? swiffer duster. cleaning kids prints and muck? try to scrape the crusties off with your fingernail, then use a moist cheesecloth (not paper the wood fibers can scratch the soft plastic) and not dripping, just get it wet and wring it out good. no chemicals. some home cleaners can eat plastics
