If it is a solenoid-actuated one it should be about a second. If it is motor-operated valve it should be about 20-30 seconds.

You may be wondering how much time should be taken when closing an indicating valve. If this is a butterfly valve in fire protection service, this is taken care of by requiring approved supply shutoff valves to take four turns of the handle to close. OS&Y and PIV valves require many turns. Fire hydrants should be turned off very very slowly.

The reason for all this is to privent water hammer, or surges.
