No, angiokeratoma is not a cancer! They are surface lesions that are vascular and totally harmless. It is best to leave them alone. Being vascular, they will bleed easily. If their appearance is really bothersome or they are irritated enough to bleed consistently, they can be removed via:
excision (surgery)
cryotherapy (freezing)
laser therapy
electrocautery (burning)
