If wine is distilled it is called brandy.

Years ago I hid a bottle of boones farm in our oven (my soon to be ex was trying to make me stop drinking and I heard her coming up the steps so I shoved the bottle into the oven). I was going to sneek it back out later but dang if she flipped on that oven to 'preheat' it to 400 degrees and in just a little while BANG! I guess it was turning to moonshine when the cork blew off and sprayed hot wine all over the inside of our oven. I had to spend the night in my truck. I was divorced very soon afterwards. i really don't know the answer to your question....

YES, but not legally & not for sale.
Cognac brandy is made by distilling wine;
we also have something called ice-wine.
The latter is a process similar to apple-jack (Cider).
The water is removed by freezing.

no. for moonshine you can use potatoes, corn and other things but not wine.
