It get them involved and they then have some ownership on improvements.

Anyone who gets involved with the community has a better understanding what it takes to accomplish even the simplest task.

It can help the citizens to become more informed on the workings of the civic departments.

Usually it gives them a better appreciation on the process of any request and/or suggestion.

socialism=somewhat
communism=not really, govt has it under control
republic/democracy=ppl are the govt.
