It can be in general, but whether your local area collects it or not is another matter. If they don't then that's something to take up with them, because almost all plastics can be recycled.
Plastic items should be marked with a recycling code (see first source) that tells you what type of plastic they are made from. Types 1-6 all can be recycled, but I know that my area won't take #6. The reason is economic (see second source), and if your area won't take clear plastic there's a good chance that something similar applies.

It all depends on the type of plastic it is!
