I would recommend buying PhotoShop Elements. It is a good program.
Paintshop may have a few more features, but once you learn Elements, if you need something more, then you already have a good start on using the full PhotoShop CS3 with all the tools and features being where you are used to them.
PhotoShop CS3 is the best and the most expensive.

i offered Photoshop before this year and did no longer start up applying it till the commencing up of the summer season. It seems intimidating once you open it, besides the shown fact that that's quite no longer that undesirable. for sure, i've got by no capacity used PaintShop professional or PhotoImpact, so i won't be able to truly evaluate them to Photoshop. Depends what level of sophistication you need to edit images. Elements is a very basic version of Photoshop7 or CS, but if you get that you can grasp the basics and wont find it too hard to change to Photoshop. However, PaintShop Pro is one of my favourites, much easier to learn than Adobe Photoshop and is quite sophisticated too.
