They are round, about the size of a quarter, with a hole in the middle, and are made of a thin strong black cardboard type material.

They look like washers.

Could they be an electrical insulator of some type?

It would help to know the size of the "hole in the middle".

Take a very close look at those holes, and consider whether they would be just about right for fitting onto the Dremel accessory designed for buffing and cutting wheels. Could be a #426 cutoff wheel.

They are used like washers to absorb heat between two metal parts. There were some in my barbecue grill to keep the legs from getting hot when the fire is on in the main part.

I think they are called insulating washers.

The washers used when a bolt passes through a porcelain coated stove part could look like that. They are designed to keep the pressure from the tightened not and bolt from over-stressing the porcelain coating
