don't risk it, even if it does have a best before date on the bag as some commercial bags do, yours has been opened, all foodstuff starts to go bad on opening
after losing your other friend you don't want to risk this one
also different birds suit different foods

bird food does expire in a closed bag in is good for up to 2 years if bag is opened at any point it will only last about a month. so if you get a new bird buy some fresh food at the same timeand throw out the old stuff no sense in risking a new birds health with old food.

if it's kept in an air-tight container, bird food lasts for a long time, but I wouldn't keep it if it is over a year old. Also, since your previous bird flew away, PLEASE clip your future bird's wings next time. That way it won't fly all around the house and get itsself hurt, and it won't fly away to die in the wild. It may sound cruel, but it is painless (just clip the ends of a few key feathers- NOT BLOOD FEATHERS) and your bird will still be able to fly several feet, get exercise, and have fun playing.

Yes, all foods expire at some point. The best thing is to buy new ones. You never know that crawled over and in your current bag of bird food.

Yes, bird seed becomes rancid in about one year. You can keep it fresher by storing all bird food in the refrigerator.
One answerer gave you very incomplete information about clipping a birds wings so it won't fly away. You only clip the flight feathers. These are the ones at the end of the wings and are very long and pointed. Feathers only have blood in them when they are growing in. After they are mature there isn't any blood in them. You only need to clip off about 1/3 of the feather. If you do both wings they birds will not be able to fly at all, just a descending flight to the ground. If you only clip one wing the bird will only be able to fly a very short distance.

throw it out, and buy fresh food
avoid Hartz, it's always stale.
sometimes it works best to get a bird who eats pellets... seeds are not a major food source for birds!!!
if you get another bird, do the research on diet... and take care.

Yes, smell it, if it smells rancid or sour toss it out, When you buy the new bird just buy it some fresh food.

If its open and 2 months old, chuck it. It will start molding and attract flour moths.
If closed, check for exp. date.
