Actually a public place is the best defense for a fight. Do the following:
1) Call the police.
2) Say very loud that you don't want to fight and then ask for help. Do this loud enough for the public (witnesses) to hear.
3) Create distance and stay where there's lots of people to testify on your behalf.
4) If you're attacked and witnesses can provide statements to that fact, you then have a right to defend yourself.

If you make a good show of it, that you don't want to fight being very calm and confident you may intimidate the opponent. You can use psycological warfare by answering questions with questions. When people are angry they don't use their logical mind, if you force them to answer questions it tends to confuse them and create doubt. Keep eye contact and a very calm voice with a sort of vulcan logic tone to it. Don't insult, insults are challenges. Try not to demeen your opponent in an obvious fashion. If your stuck without a good question you can repeat what your adversarry just said.
eg. "I'me gonna kill you fag!"
"Did you just call me a fag?" With an amused tone.
"Yes I did." He replies.
"Why would you say that?"
"uh, I don't know, cause you look like one."
"Really I didn't think I was affeminin looking at all, and I assure you I have no homosexual tendencies at all. Are you a homo-phobe?"
By this time he's getting both confused and unsure of himself. Your calmness is making him wonder about your abilities. He stating to no longer use his emotions but is looking toward his logical mind. He may also realise that he no longer has the support of the crowd and you do. His anger is no longer a blind rage, so even if a fight breaks out he will no longer fight to his abbilty due to confidense and lack of commitment from him knowing hes in the wrong.
If a fight is inevitable then you must persue it with zest and even enjoyment. This will give you confidanse and allow you to do what you may not have known you could do. While going nuts may give you the advantage over the common man, a skilled pugilist will pick you apart. Calm and steady wins the race. This will also conserve energy so that even if your apponent is better than you if he runs out of energy he'll be yours for the taking. If you don't think your a very good fighter, go for a double leg take down, mount your apponent and go to town. Also try to be a straight puncher and be creative. Never turn your back on an enemy.

I wouldn't think *most* people would be stupid enough to simply physically attack you in a public place -- so simply walking away and leaving the situation is usually enough.
If you've got a camera phone on you - take a picture of the people who are looking to fight with you... then tell your would-be assailant ... "I've just taken your picture and am just one button away from dialing 9-1-1 on you."
If you're feeling REALLY gutsy - yell at a bystander to call the police and an ambulance - because you're about to stomp this idiot into the ground.

When I was in college I lived in a small town. I had never lived in a small town before, and didn't know how small people were, but I found out.
If you do something to piss off some people, instead of confronting you directly, they simply begin rumors about you. Rumors travel quickly in a small town.
Well, one untrue rumor got started and some very ticked off guys came to beat the crap out of me.
Rather than let them get in a few blows, I simply sat down on the grass. What are they going to do, kick me?
After we talked for a couple of minutes, they realized they were going off half-****** and didn't have their facts straight and the thing was over.
It's hard to slug someone lying on the ground.

I would say walk away, like everyone else, but I would also remember what he looks like, and what he is wearing, and call 911 or your local police station, and tell them. Cause it would be better for him to go to jail, then you. Plus, you probably not only saved yourself from a fight, you saved someone else too.

Say no and back away slowly, but do not turn your back, as this invites a sucker punch. If he attackes you in a public place you will be a rich man and he will be in jail.

Say, "Considering that jail is not fun, no."
It's not like you have to fight somebody, just because they want to.

If the person is real insistent, tell him if he wants to fight go on outside and if your not there in five minutes, start without you.I don't know if levity will work or not but if he does go outside, you go out another way .

Walk away. If the opponent pursues you and attacks he does it in front of a lot of people. Then you can file charges on him for assault. Who would get the last laugh then?
