As many may know the USS Pueblo has been in the hands of North Korea for quite some time. My question is
Assuming that the ship is in reasonably good condition what would it take to steal back the ship?
In the event that recovery of the vessel is impossible what would it take to destroy the vessel beyond repair?

The vessel is a museum in Pyongyang. The former commanding officer, Lieutenant Commander Lloyd M. Bucher, is dead. Many of the former crew members live in the area around Eureka California and just want to go on with their lives.
Whatever valuable intel existed inside her SOD hut, was supplanted by the use of submarines as platforms for gathering electronic intelligence. That method has been superseded by satellite technology. She's a relic of a different time. Whenever the idiotic fellow with the brillo pad hairdo who runs North Korea dies or is killed by his own generals, the new government may let us have it back as thanks for all of the aid we'll ship in.

Other than symbolic I doubt the US Navy cares by now the vessel is outdated. The north koreans have kept it in pretty good shape, but my guess would be the Navy has more important things to worry about than north korean having one of our old 1950's erra spy ships. and to asnwer you last question 1.F-18 superhornet with a 2000lb bomb would sink her.

Why worry about a converted WW2 cargo ship, even the intelligence aboard a1968 spy ship is now worthless.

STEALING ANY SHIP SIZE VESSEL OUT OF THEIR WATERS IN ONE PIECE IS PRETTY MUCH A SUICIDE
MISSION.BESIDES ANY SECRETS IT HELD ARE LONG GONE AND VERY OBSOLETE
AS FOR TAKING IT OUT, A SUB LAUNCHED HARPOON
ANTI SHIP MISSILE WOULD DO THE JOB AND CAN BE FIRED FROM LONG RANGE UNDETECTED.WE DENY
ANYTHING, IT JUST BLEW UP.
