In America or the USA?
In America was the Club de Golf Mexico, in Mexico, City 1881.
In the USA was Oakhurst, 1884.

Harleston's Green, or South Carolina Golf Club in Charleston SC.

The first formally organized and permanent golf club is St. Andrews Golf Club, Yonkers, New York.

I do not know but I do know that in Warrington Oregon there is a course that was the first west of the Mississippi!
