definitely product, hair spray or conditioner or something. if you had lice, you'd know it.

there are many possibilitys. the itching could be because of lice.
if the white stuff it mushy, it is probably conditioner. brush your hair, then look at the brush. you might be able to figure out what it is. i think it is conditioner, not lice or dandruff.
if it is lice, put coconut oil in your har, and at the top of your head. try to put more where the white stuff is. wait about 10 minuts, then wash your hair, but make sure you get rid of all of the white stuff, and all of the coconut oil.

Could be Seborrhoeic dermatitis. http://en.wikipedia.org/wiki/Seborrhea

Get some Selsen Blue (or the generic stuff which is just as good). Get your hair good and wet, then lather up with the selsen. Massage it onto your scalp. Let it sit there for about 2-4 minutes, massageing every so often. Rinse thoroughly. Then use your regular shampoo, then condition and be sure to rinse rinse rinse. You should only have to use the selsen once or twice a week to keep the issue contained.

If you use some hair products like gels.wax, hair sprays then that could be it as they transform into powdery kind of substance after a day or two. its definitely not lice nor dandruff as dandruffs are usually big flakes of dried skin n not mushy.

Another reason can be that you are not rinsing your hair properly after using the conditioner.

Is your hair oil? It could be oil that has settled on your scalp. And it make your scalp itch. Lice eggs are usually laid on the hair shaft and not on your scalp.

It could be the conditioner. So be careful not to smash it into your scalp try to keep in just in your hair only.

Everyone gets it, it's dead skin.

It's mushy because it's still attatched to your scalp. It isn't really dandruff untill it starts falling all over the place.

Wash your hair more often, and when you do, scrub your scalp with your fingertips.

try only putting conditioner on the ends of your har not the roots and c if it makes a difference, or it could be dandruff. mayb try a sensitive shampoo aswell as you could be alergic to things in the shampoo
