Interesting question.
Science cannot be objective about the functioning of the universe because science is a product of mind and mind is not separate from the universe it examines. If mind sees chaos in the universe, mind must, itself, be chaos, and so does mind see an objective universe, or merely a reflection of itself?

Conceptually, all individual minds arise from Consciousness and so they are fully integrated. We may look at Consciousness as a single mind. The universe arises from this mind as it creates through the act of perception; creation and perception being the same. As such, the universe is a reflection of mind.

Is there both order and chaos in the mind? Yes. It can be no other way because mind's functioning is inherently dualistic, and so all concepts arise in pairs. In this case, mind perceives chaos/order, and so the universe is seen as functioning in both chaos and order.

I suppose this depends upon how one defines order and chaos:
for every action there is a corresponding cause or condition (or multiple of causes and conditions) from which a result occurs.

If chaos means that some of the actions occur haphazardly and at random, then no - because there is no such possibility.

If chaos means 'without ant readily discernible pattern or cause of action' then maybe so. But that's only because it seems chaotic to a mind that does not understand all of the conditions that result in the chaos.

Like the song says, "Just my 'magination, once again..."

Can't be order without chaos, can't be chaos without order. There is chaos but yet it is ordered, as there are laws behind everything, Order and symmetry can only be found in the underlying field. Just as Order and symmetry within can only be found by drawing upon your internal resources, the entity of light (that field) that radiates you in this world.

So I suppose that all there is would be order, but the chaos itself is ordered and we just don't know it, because we haven't been acquainted with the reality, which is its true source. Our minds interpret frequencies forming the concrete perspective of this universe, perhaps its not so much chaos that is, but actually what we are seeing is our own minds that abide in a state of dis-harmony, we just associate it with the universe, when what we see is our own minds.

Ordered on the small scale, chaos on the large. It's the transfer of entropy, and nature likes chaos.

We see the planets revolving in a ordered fashion, but in the grand scheme of things, planets are like lumpy bits in a mixture. The transfer of entropy makes things different to the beginning state, which is ordered.

Imagine a cup on a table. That's the beginning state. If it falls, it shatters and hence the order is lost. That's the end stage. But there is also transfer of entropy so that we can explain ordered things on the small scale (i.e. us). Our existence brings disorder on the larger scale, so here we are reading my answer.

Sometimes we see order. Sometimes chaos. Is it 'reality'? Or lack of 'understanding'? I have no idea. Both I guess.

I like RB's answer. For the stars do indeed look ordered. However if one looks down one sees that our boat has slipped its mooring and is headed off down the river headed who knows where.

And how do we cope? I find the love of friends, a sense of bemusement and a decent red wine all help. And trust. Gotta have trust IMO.

We were given power to regulate the Universal Energy field. Everyones thoughts backed with their own personal desires is the cause and effect of everything we now experience. If you think that it is in order, it will become ordered.

The universe is ordered. God is not the author of confusion. Satan, though is the god of this world, so he wreaks havoc. So, yes the universe is ordered, but Satan and man is creating the chaos.
