Penis usually symbolize power, but maybe not necessarily to you. I dunno. First figure out what penises symbolize to you. Then whatever that is, your subconscious is telling you that you're getting some (power, whatever), and that it's unfeminine, so you need to hide it.
Or I notice you start off saying that you are a woman, then later say "I don't have a penis," so that makes me think that whatever thing is developing in your life, you or at least your subconscious sees it as not natural.
Also, and I know I'm making an assumption in thinking that you are heterosexual, penises might be the symbols of pleasure and satisfaction that other people give you. You are now developing the ability to give pleasure and satisfaction to others, and for some reason that is freaking you out.
