That's easy... Philips doesn't make a very good product.

ever think of dusting it off and vacuuming?

without more info the best u can expect is a guess.

I assume it is a CRT since they have high voltage which attracts dust.

Why is it just at the top? Its attracting it as it falls because there are kids or air currents in the house stirring it up.
