Yeah you can.
It does matter where you live though.
Most banks allow customers to have a debit card starting at the age of 16.
You will get a Solo.
Most places accept solo, but not as much as Visa and Maestro. You can only get those two if you are earning atleast 300+
If you are near a HSBC bank. i suggest you make an account their. They will give you a solo and they are really helpful and their services are pretty good.

Go to the bank, open a checking account and request a debit card. The bank may require a parent's signature.

I know Bank of America open an account for my daughter she was 16.She was working.She got a debit card through them

i'm not completely sure because i didn't get mine until just recently...and i'm 18. you might be able to get one but it'd have to be in your parent(s)' name because you're a minor. you'll have to ask the people at the bank about it. some banks might be different. i'm at bank of america, and i think my sister got hers at 17.
