Hay is made for feeding animals, primarily cows, and straw is for bedding for all types of barn animals. The difference is in the type of grain or grasses used.

Straw is hollow with little or no nutritional value but is a great bedding material because the hollow shaft holds onto body heat.

Hay is fibrous and is very nutritious for some animals to eat.

straw is the stems of wheat or other cereal crops. it is mostly silica, held together by cellulose(?). it has very little, if any nutritive value. hay is grass or/and alfalfa.
