What I do all the time is do it with rollers. Here are steps I follow.
1. Wash hair with shampoo and conditioner.
2. While hair is still wet comb it, and put in mousse(I use Garnier Fructis Curl Definition & Control)
3. Comb it out again.
4. Now get foam rollers, that I got at Sears, I think you can get them at HyVee and Wal Mart, and put them all in your hair loosly. I use about 8-10 curlers all around your hair. But in about 1 1/2 inches of your hair into one curler. Don't make it so that they are right next to your head make it so they are at your ear, or a little below your ear.
5. But hairspray on them.
6. Sleep in them over night.
7. Take them out in the morning and run your fingers through the curls.
8. Put more hairspray. I like to use Dove.
It's really cute to straighten your bangs, if you have any, and put the rest in a pony tail and add a band too! Or you can just leave it down.
I also just found this, it's REALLY helpful! http://herbalessences.com/us/get_the_look/videos.jsp?style=natural

Spray each section of dry hair with strong hold hair spray and then use hot rollers on high heat. Spray your hair while in the hot rollers with hair spray again. Leave in until they are cool. Take down and do not brush your hair. Use your fingers to gently separate the hair. It will not last all day if your hair is stubborn. You may want to get a perm but it will be very curly until it relaxes over time. Good luck!

I would suggest a ceramic curling iron or if your hair is wavy you can play into the curls with Suave Healthy Curls Mousse it's in a blue-teal container at the drug stores, followed by the same line frizz cream and srunching it.

A PERM, BUT IF YOU DON'T WANT IT TO BE AN EVERYDAY THING YO CAN TRY HOT ROLLERS AND LEAVE THEN IN FOR LIKE 15 MIN AND HAIR SPRAY YOUR HAIR BEFORE YOU PUT THEM IN. ALSO TRY DIFFERENT TYPES OF SHAMPOO THAT HELPS CURL YOUR HAIR. USE THE SAME CONDITIONER TOO THOUGH. YOU CAN ALSO TRY THE SPONGE ROLLER WHERE YOU GET YOUR HAIR WET AT NIGHT AND THEN ROLL IT UP AND LEAVE THE ROLLERS IN OVER NIGHT OR UNTIL DRY IF YOU DO IT DURING THE DAY BUT YOU WILL BE WALKING AROUND WITH THEM IN YOUR HAIR FOR 8-9 HOURS. SO I SLEEP WITH MINE IN.

i have a way to do it NATURALLY:
after you some out of theb shower and your hairs damp, spray a no-frizz serum all around your hair. then put your hair in a high ponytail, and twist it into a bun. secure it with bobby pins or a hair elastic.
wait until your hair's fully dry. then take out the bun.
your hair will have natural looking~defined curls.
if you want, do a touch up with a curling iron.
~hope this helps~

this depends on wether you want something permenant or something temperary...

for permanant...
try a perm... meet with a professional to find the right one for you to achieve the type of curls you want.

for temp..
try steam rollers or hot rollers..
This will give you the style that you are pinning for but when your ready to go back to your natural hair you still have that as an option.

I would say just to go get it permed, but if you don't want it like that for the next few months then try some of the other things people are suggesting on here.

try curling your hair from the middle first and work your way down... that way your hair should curl throughout your entire head and not just your ends.
