they are venting frustration because they don't take it out in a healthy way. if they ate healthier and exercised mor ethey would nag less and deal with the issues More effectively.

The people who whine and nag do it because they believe it to be an effective way of getting what they want (and in many cases, it works...but tends to annoy or cause resentment in the person who they whined at or nagged).
Some learned it in childhood, as some parents will give in to their kid so they don't have to listen to the whining.
Neither of those things are behaviors I care to be subjected to, and although I'll occasionally whine as a joke (because my parents didn't allow it when we were growing up) if I actually want something or want something done for me, I find better methods of making the request...or I do it for myself.

Not all men/women whine and nag...I think those that do are just not happy with themselves and want others to be unhappy too.
