First of all, you have combined two different Scriptures into one sentence.
Jesus said;
Matthew 8:22
22 But Jesus said unto him, Follow me; and let the dead bury their dead.
And;
Matthew 22:32
32 I am the God of Abraham, and the God of Isaac, and the God of Jacob? God is not the God of the dead, but of the living.
In the first verse, Jesus is saying to let the spiritually dead bury their physically dead.
In the second verse, Jesus is saying that God is the God of the living, for even though people are dead to us, they are alive to God.
Jesus clarified this when He said;;
Luke 20:37-38
37 Now that the dead are raised, even Moses shewed at the bush, when he calleth the Lord the God of Abraham, and the God of Isaac, and the God of Jacob.
38 For he is not a God of the dead, but of the living: for all live unto him.

It means that the dead body of a mankind will never live again whatever you will do to a dead man and a dead man has no more to remember his God. God is for the living bodies on earth not the dead ones.

He was speaking of Spiritual rather than literal in the material world. This passage of being God of the Living and not the God of the Dead is used to support the Catholic belief of Communion of the Saints. Prayers to Saints IS NOT worship but rather asking a saint already in Heaven to pray for us. Just as we would ask a family member or a member of church to pray for us. The Saints in Heaven are not dead. My God is the God of the Living.

Jesus was referring to people who are dead spiritually, meaning life without Christ. In otherwords let the people (who are dead spiritually bury their own dead).
Also Jesus is the Way, Truth and Life. True life only comes from Jesus and is interested in giving to all who want life which means coming to Jesus and being born again by His spirit.

he was talking to a fellow whom he had asked to be his follower. the guy had said let me go bury my father first. due to custom it Can be known his father had not yet died. the guy was more interested in his personal affairs then in doing god's work. Jesus was not being heartless he was just pointing out the man's flawed thinking.

Essentially, it applies to those who are "dead in spirit", or materialistic, or godless.
This was told to one of His disciples who reported or got news that a relative had died and wanted to be excused to join in the burial, but Yeshua/Jesus and the others were on their way to visit Lazarus...

His metaphorical way of saying life is what you should concern yourself with not death. People who twist this around to worship death as everlasting life are insane.
