To be honest you both are at the age where your able to fill the hearts desire to the extent where your passion is expressed physically and not verbally. It is the right time to express physically but not be prepared for the commitment for life. Marriage is like the pledge of alliangence. You must pledge to vow the commitment. The question isn't: why is it always said the right time? BUT
The question is: is the commitment ready for the both of you??

because u probably at the rite age of maturity and u ready to handle any circumstance without asking your parents permission.it's always better to get married when u in your 20's coz it gives u time to grow with ur partner n develop a strong relationship.

the term right time is subjective, dependent on the level of maturity of the person. you can be 40 years old and still unprepared to get married, and you can be as young as 20 and be mature enough for it.
no one else knows the right time except ourselves.

I am speaking from that "age" position our relatives have taught us to believe in "It is the right time". Realistically it is your decision.
